This is a wide list of villains that are both iconic enough to the community and more widely accepted to fit the Pure Evil criteria at this point, so it was agreed that they don't need to be proposed and can directly have their pages created. If one feels it is perhaps valid to make a proposal for one of these villains to clarify valid contentions, one can ask an administrator for permission to create a proposal, called a formality post, for such villains.
